The International Criminal Court (ICC) has reported a “sophisticated” cyberattack, marking the second such incident targeting the institution in two years. The ICC stated that the attack was detected and contained, with measures already underway to manage its effects. However, specific details about the attack and its potential repercussions have not been disclosed.
This latest cyber incident follows a previous attack that occurred in 2023, which targeted the court’s war crimes tribunal during its investigations into allegations against Russia related to its invasion of Ukraine. At that time, the ICC characterized the attack as a “targeted and sophisticated” effort aimed at espionage. The ICC did not assign blame for either of the cyberattacks to specific groups or countries.
In addition to the cyber threats, the ICC has been facing heightened security concerns. This includes ongoing criminal proceedings involving senior officials and judges, along with persistent attempts to compromise its infrastructure. Allegations of a plot to plant a hostile agent within the court, reportedly disguised as an intern, have further complicated the ICC’s operational environment.
Despite these challenges, the ICC remains engaged in global justice efforts, currently managing 12 open investigations in various regions and pursuing cases against multiple individuals for alleged war crimes. Recent geopolitical events, including military exchanges between Israel, the US, and Iran, have intensified scrutiny on the ICC’s actions, especially its issuance of arrest warrants for key Israeli figures, such as Prime Minister Benjamin Netanyahu, over alleged war crimes.
The deterioration of relations between the ICC and the US has been notably pronounced, particularly after Secretary of State Marco Rubio announced sanctions against four female judges of the court, in response to the ICC’s investigations. The ICC has condemned these sanctions, and UN officials have expressed their concern, highlighting the undermining effects such actions have on the rule of law and judicial independence.
Furthermore, the ICC has issued an arrest warrant for Russian President Vladimir Putin, in connection with war crimes in Ukraine, which remains a highly contentious point in international relations.
As the ICC highlights the importance of public awareness regarding these cyber threats and the support of member states in its mission, the court continues to navigate the challenges posed by both external attacks and internal tensions.
